The Department of the Navy released more than 1,300 pages of UAP-related records on September 23, 2026[1], while the NSA produced hundreds of pages of formerly top secret documents.[2]
The releases include internal communications from high-level Navy intelligence officials and historical signals intelligence that was previously marked TOP SECRET UMBRA [1][2].
Navy emails and coordination
On September 23, 2026, the Navy responded to a 2022 FOIA request by releasing 1,321 pages of emails involving former Deputy Director of Naval Intelligence Scott W. Bray [1]. The Navy withheld 302 pages of these records in their entirety [1].
The correspondence details the development of the Navy-led UAP Task Force and involves exchanges between Bray, Defense Intelligence official Neill Tipton, and various admirals [1]. One email identifies Jay Stratton as the lead for the UAP Task Force effort, reporting directly to Bray [1].
NSA signals intelligence
Following an appeal by the Disclosure Foundation, the NSA produced 334 pages of historical records [2]. Many of these documents carried the TOP SECRET UMBRA marking, a classification used for highly sensitive signals intelligence [2].
The records document at least eight instances of fighter aircraft being scrambled to intercept UFOs [2]. In one case, the NSA reports that 13 MIG fighters were dispatched to pursue a single unidentified object [2].
Other entries describe objects with physical characteristics inconsistent with conventional aircraft [2]. These include a "spherical or disc-like" UFO described as brighter than the sun and an object with a "spiral pattern" of luminous radiation [2].

"It is simply unacceptable for security classification exemptions to remain on government documents that pre-date the Civil Rights Act," said Hunt Willis, Chief Legal Officer of the Disclosure Foundation [2].
Disclosure waivers
Separately, the Defense Department announced on September 14 that it issued a "targeted legal waiver" for UAP-related information [3]. The waiver allows current and former personnel to share classified data with the White House-directed PURSUE team [3].
Former Air Force geospatial intelligence specialist Dylan Borland claims the move does not facilitate public transparency [3]. "Bad-faith actors are talking about, ‘Oh, this allows whistleblowers to go and talk to the public.’ No, it doesn't," Borland said [3].
What we don't know
- What specific information is contained in the 302 pages the Navy withheld in full?
- Why anomalous UAP entries in the NSA records remain more heavily redacted than entries assessed as balloons?
- Whether the intelligence community will make its procedures for the Presidential direction on NDAs public?
